Incentivizing alternatives to agricultural waste burning in Northern India: trust, awareness, and access as barriers to adoption

The burning of agricultural residue from previous season’s rice crop, primarily in the states Punjab and Haryana, is a key contributor to poor air quality during winter across North India. Air can deteriorate catastrophic levels Agricultural Waste Burning (AWB) season October–November, when fine particulate matter (PM2.5) concentrations exceed WHO daily maxima over sustained period by an order magnitude or more, large swathe Indo-Gangetic plain. Over past decade, attempts Indian governments change farmer behavior incentivizing use novel technologies for managing without it have been met with little success. This paper uses expert interviews, as well secondary data, examine barriers adoption these state Punjab. We analyze how operational factors (such farm size, timing, technology availability, choice) affect farmers’ decision choose (or not) management practice. develop financial model analyzing costs that are consistent decision-making process both small farmers. find more sustainable practices be cost effective relative burn, especially existing subsidies applied.
